Combine the soy sauce and cornstarch in a bowl and then add the shrimp. Let it sit for 10 minutes. Grab a small bowl and combine the sauce ingredients with a whisk.
Cook the shrimp in a pan on the stovetop until it is no longer grey then remove from the pan. Cook the bell pepper, garlic, and ginger until the pepper has softened.
Add the sauce to the pan and let it cook until it starts to thicken. Add the shrimp and cook until warm. Stir in the crunchy peanuts and green onions and serve over rice.
