Boil potatoes and carrots until soft. Let them cool down then slice into cubes.
Cook the quail eggs (put eggs in a little pot and cover with water, let them boil for 3 minutes, then remove from heat and keep the eggs in hot water for 3 more minutes. Drain then cover with cold water and leave for 5 minutes. Finally, peel the eggs and cut into halves).

Chill and serve on spoons as canapés.
